Bucharest 6th of May 2022. The Policyholders Guarantee Fund (FGA) took note of the Court decision by which the decision for commencement of the winding-up procedure against Insurance – Reinsurance City Insurance S.A. company has remained final on 20th of April 2022.
As such, the timeframe for the deadline up until which insurance creditors of Insurance – Reinsurance City Insurance S.A. company may submit payment requests to the Policyholders Guarantee Fund started running. Pursuant to art. 14 of Law no.213/2015, amended, any person claiming a right of insurance claim against the bankrupt insurer may file a reasoned payment request, submitted to the Policyholders Guarantee Fund, no later than 90 days calculated either from the date the Court decision for commencement of the winding-up procedure has remained final, or from the date the right of claim has arisen, when this right has arisen subsequently, under penalty of limitation of rights.
The deadline for submitting payment requests to the Policyholders Guarantee Fund is 20th of July 2022. If the right of claim has arisen after the date of 20th of July, the timeframe of 90 days starts running from the date the right of claim has arisen, pursuant to art. 14 para. (1) of Law no. 213/2015.

Potential insurance creditors of Insurance – Reinsurance City Insurance S.A. company are reminded that, according to the law, the Policyholders Guarantee Fund is entitled to effect payments from its available assets only to claimants that have submitted payment requests and that have complete claim files. The payment of compensation shall be done within the guarantee threshold of 500.000 lei for each insurance claim due under an insurance contract concluded with the bankrupt insurer, pursuant of the guarantee threshold regulated by Law no. 213/2015, amended.
The Policyholders Guarantee Fund registers and settles payment requests in the order of their receipt. Insurance creditors may check online the status of settlement for registered payment requests, on the website of the Policyholders Guarantee Fund.
The Policyholders Guarantee Fund will continue to manage requests for opening of claim files, received for events occurred before and on the date of 11th of May. It is recommended to insurance creditors for whom claim files were not opened yet or settled through submission of a payment request, to submit Annex 10 – Payment request regarding compensation, up until the deadline of 20th of July, or up until a maximum of 90 days from the date the right of claim has arisen, when the right of claim has arisen after the date the Court decision for commencement of the winding-up procedure has remained final, respectively from 20th of April 2022. Following the opening of the claim file or carrying out the repairs, insurance creditors have the possibility to complete the documentation already submitted to the Policyholders Guarantee Fund.
